Infrastructure is not about fixing everything in an unsafe world. It is about expanding our capacity to face what is hard and to do so together. It’s not simply service provision, economic regeneration or cultural programming — though it may contain all of those things — but the slow rebuilding of our capacity to stay in relationship, respond, adapt and repair with one another through uncertainty.

The word ‘citizens’ appears 3× more often at the edges, and means something different: in the centre, citizens ‘receive better outcomes’; at the edge, citizens offer insight and participate.
